Is state involvement necessary for the takeover of Arjowiggins Security?

Mobilised in February 2019 following the liquidation of Arjowiggins Security.

The company specialises in the manufacture of secure paper for passports, vehicle registration documents and bank cheques.

Nearly one year after the liquidation of Arjowiggins in Jouy-sur-Morin (77), two plans to take over the company were put forward by former employees.

Arjowiggins Security, which employed 240 people before its closure, specialised in the manufacture of secure paper for passports, vehicle registration documents and bank cheques. It also produced banknote paper for some 100 countries.

Seine-et-Marne Senator Anne Chain-Larché sent a letter to Prime Minister Édouard Philippe on 27 November asking him to support one of the plans to take over the plant.

Contract award guarantee and financial support

According to the Commission, several commitments from the State are necessary for the completion of this project. Firstly, as regards the guaranteed contract by awarding the purchasers the production of round French administrative documents (passports and vehicle registration documents) for 300 tonnes a year.

On the other hand, by providing financial support in order to restart the plant's activity, by encouraging other partners to participate in this recovery, and "?en offering a temporary financial guarantee which would make it possible, for the first year, to provide the security deposits required for the validation of orders with public institutions (central banks)?" .

The takeover project to which the Senator refers is being carried out by 4 former employees of the company. It is supported by a group of 66 members who are applying for the creation of a scop.
