The Citizens' Climate Convention has drawn up 149 proposals, 146 of which have been accepted by the Head of State. Among these proposals, which could be submitted by referendum as early as next year, several concern packaging.
The hunt for overpacking
On the question of how to reduce greenhouse gas emissions by at least 40% by 2030, the Citizen's Convention looked at the issue of packaging with a first proposal, the increase in bulk sales.
"?Nous want packaging waste to be massively avoided at source from 2022 onwards through the development of bulk and deposit. Finally, we want to change consumer uses and practices to reduce the use of single-use plastic until the end of its marketing in 2030?" explains the text.
In concrete terms, the Citizens' Convention proposes to introduce an obligation to introduce bulk in all stores and to impose a percentage on central purchasing agencies.
Encouraging bio-sourced packaging
Another aspect of the proposal made by the Convention is the development of compostable bio-based packaging. The Circular Economy Act provides for the end of the marketing of single-use plastic packaging by 2040, but the Citizens' Convention wants to shorten this deadline to 2030.
The gradual introduction of a glass deposit system until a generalised implementation in 2025 is also proposed.
